The Baptism with the Holy Spirit is Given from the Inside Out
Unlike baptism with water, because the Kingdom--God--is within, the baptism with the Holy Ghost is given from the inside out. The Living Waters well up from deep within the bowels and flood up to the mouth, from which it pours out as words of praise, loving adoration, gratitude, and worship.

Edit: I was thinking of this, that it is the Holy Ghost who is speaking in "tongues," who is using our mouths as the pouring forth in this enlivening of our spirits. So, is it we who are praising God, or God who is praising God? My resolved solution is that there is no separation. God is worthy to be praised, adored, thanked, exalted, etc., etc., by Him, by us, by EVERYTHING. He is us; we are Him--let EVERYTHING praise Him who is the One.
